Billing Transfer to accountant not working

When I go in to the billing and subscription tab to allow billing transfer to your accountant I get a pop-up saying that "only the primary admin can allow the transfer" and then it says to contact my primary admin (me) and let them know. The email address it lists is the email that I login with and I am setup as the primary admin.

Hello ZJDSBCPA, Welcome to the Community page,  can you try clearing your cache and cookies to all time, close the browser down, reload it and try again and see if the same thing still happens for you.
