It's nice to see you here in the Community, @gapelectrical202. I'm here to help you find the Manage users option in your QuickBooks Online (QBO) account.

To start, could you tell me if you're the Primary Admin of the QBO account? User level of access might be one of the reasons you're unable to see the Manage users settings.

Also, each QBO subscription level has usage limits. Once this is reached, you can't add any more users. For reference, feel free to check this article: Learn about usage limits in QuickBooks Online.

On the other hand, you can perform troubleshooting steps to determine if this is a browser-related issue. To start, access your QBO account via incognito mode. This does not store cache files that may cause odd behaviours such as missing options when running web-based programs. Below are the shortcut keys you can use:

  • Google Chrome: press Ctrl + Shift + N
  • Mozilla Firefox: press Ctrl + Shift + P
  • Microsoft Edge: press Ctrl + Shift + P
  • Safari: press Command + Shift +N

Once signed in, navigate to the Gear icon and check if you can now see the Manage users option. Please refer to the screenshot below for reference:

If this works, go back to your regular browser and clear the cache to eliminate piled-up data. If the same thing happens, you can use another supported browser or device. Might be that the current one you're using has a temporary issue with QBO.

I'm always here ready to lend a hand if you have any other concerns about managing users in QBO. Please don't hesitate to leave a reply below. Have a good one.
