Can I import a balance sheet from ClientBooks to start my QuickBooks?

As of the moment, there isn't an integrated way to import a Balance Sheet report in QuickBooks Online.

In the meantime, let's consider exporting a CSV file of your account's list from ClientBooks and use this article to import it into your new online account: Import your chart of accounts to QuickBooks Online.

If you don't need to migrate any historical past transactions data into QBO, you may only migrate ending balances of your old system to QBO. You may import the beginning balances as journal entries.
