I am downloading credit card transactions from Bank of America into QBO. All transactions are coming in as payments, not expenses. Can someone help?

The transactions downloaded in QuickBooks depends on what your bank sends. Though you can either delete the downloaded items and have your bank resends them again or you can manually categorize the transactions to their correct accounts.
