You can only move or import lists in QuickBooks Online like suppliers, customers, inventory, and chart of accounts. As well as your opening balance from another software into QuickBooks. With this, importing employee report from Gusto via PDF to QuickBooks is currecntly unavailable. For now, I suggest contacting your app provider or the Gusto Support Team. That way, they can provide details if there's a way to directly import employee report from their app to QuickBooks Online for payroll purposes.

You also have the option to go to the Apps center inside QBO. From there, you're able to see hundreds of apps to utilize or integrate as mentioned by Fiat Lux above to help you import employee report.
