The Community is a public forum and we have limited access to our customers' accounts for verification purposes. Since it's been a year that you're not able to download the transactions on the Banking page, I'd recommend contacting our QuickBooks Online Care Team to help you with this issue.

Also, I'd like to know if you've encountered any error messages so that I can look up a specific resolution available. And if you wanted to categorize the transactions now, you can download the bank transactions from the bank's website. Then, upload it manually using .CSV file format on the Banking page. This is how it looks like:
