QBO withdrew and refunded my books but not my bank. Where is the money.

I'll provide some information regarding the QuickBooks reversal process to assist you accordingly. 

You have 5 business days from the payment date to request a direct deposit reversal. Please keep in mind that there is no guarantee that the money will be returned. There is also a $75 fee even if the reversal is unsuccessful.

Your request will also be reviewed, and you will be notified whether it is accepted or rejected. The outcome may take up to 9 banking days to arrive. If the employee or contractor requires additional funds in their bank account to cover the direct deposit amount, the reversal will be denied, and no money will be returned.
