Record as transfer asks to enter the exchange rate or the original foreign currency for a transfer between two home currency bank account

I just enabled the multi currency option and now I can't record a transfer transaction between two of my home currency bank accounts (existed before I switched). It shows a confusing error message "Please enter the exchange rate or the original foreign currency amount.":

 

There was no currency exchange for this transfer - just transfer USD from one account to another USD account. Just to confirm, I open them in my chart of accounts and both were shown as USD.
