This is the second time I've had this issue. I have 2 eBay accounts and it's been days since the transactions downloaded into quickbooks for either one.

Banks and apps have a specific time when they add online banking transactions to QuickBooks Online. The ability to download these transactions also relies on the syncing process of the integration. At this time, I suggest reaching out to eBay to verify if they have already uploaded the transactions or not.

If that is the case, please let us know so that we can investigate further and find a solution. If not, there may be an issue with their system. In that case, you can ask them for further guidance on what steps to take.
