To be able to set up a contractor as CIS, first, you have to turn on CIS in QBO. Here's how:

- Click on the Gear icon.
- Select Account and Settings or Company Settings depending on what you see.
- Click on Advanced.
- Go to the Construction Industry Scheme (CIS) section and enable CIS.
- Click Save, then Done.
Once completed, proceed with setting a contractor as CIS.
- Click on Sales at the left pane.
- Select Customers.
- Click on New customer.
