So I signed up at was offered 2.99 for first 3 months, however was charged full price of 11.99.

The discount is only applicable if you purchased the plan. You may have subscribed to the free trial version when you signed up for your QuickBooks Online account. The moment it expires, you'll be charged the full amount automatically. For your reference, you may check out this link: QuickBooks Online pricing.

 

If you didn't avail of the trial version but were charged the full amount, I suggest contacting our support team directly. They have the tools to check your account and verify the charges.
