Rule to assign class to an expense

I'm trying to create a rule in Quickbooks Online that will assign a class to an expense downloaded from PauPal based on the amount of the expense. For an expense over a certain amount, the expense (in this case, paypal fees) would be assigned to one class. And for an expense less than a certain amount, it would be assigned to a different class. I've tried various options, including designating specific amounts rather than above and below, but none of them work. I noticed that the rules include a minus sign in front of the amount (picture attached). I tried adding a ,minus sign to the rule, thinking Quickbooks can't figure out how to deal with this situation, but that is not allowed.

 

Any ideas?
