Can i re-import my chart of accounts once I have already run payroll?

It's vital for your books to be set up correctly so that your account balances can be accurate. QuickBooks Online allows you to import new accounts in the chart of accounts so that you can have them ready for your transactions. I can provide some information about importing accounts.
