Client has a fiscal year end set as the 18 of November with the CRA and can not be changed, is there away to Set fiscal year in QBO to match?

It's vital all your information be set up properly in your book. QuickBooks Online is a great tool able to help you keep track of transactions so you can view the financials of your business. I can provide some information about fiscal years in Quickbooks Online.

In Quickbooks Online, a fiscal year start date can be set to the start of any month in the calendar year. There isn't the option to add a fiscal year starting in the middle of the month. I can see having the option to set up your fiscal year in the middle of the month would be a feature you'd like to see n order to help you view different financials for your fiscal year. I recommend putting your feedback in the system by clicking on the Gear Icon, then Feedback. The comments made in this section are taken into consideration when designing new features for Quickbooks Online. I'll pass along the feedback on my end as well.
