How can I access t4 - RL1 for employees for past years (2023) In quick book I can only find it for 2024 (due 2025)

Welcome to Community!  QuickBooks Online enables you to access and download your T4 slips and RL1 forms, so you can file them on the CRA website seamlessly.  I'm glad to help!

The deadline for submitting Relevé-1 (RL-1) forms to the CRA is the last day of February. Thus, the forms aren't available in QuickBooks Online because the submission of them is already beyond the deadline.

To get your Relevé-1 (RL-1) form, I recommend reaching out to the Canada Revenue Agency (CRA). Then, enter the information manually on the form. If you are uncertain about how to report a specific benefit or amount on the RL-1 slip, you can consult your accountant.
