How is quickbooks handling the new legislation for banked time Sept 2019 - Bill 2?

At this time, QuickBooks doesn't offer the ability to bank hours. I'm glad you've raised this point because this is an example of valuable feedback which I'll send over to our engineers. New product ideas and improvements are largely based on the feedback we get from users like you. Let me know if you have other questions. I'm here to help. 

There is a way this can be done, but, unfortunately, QBO does not allow negative hours to be entered into a pay cheque.  If they did, it would be a simple matter to keep track of and pay bank overtime hours in QBO without Intuit having to change anything else.
