I am getting "Negative payroll not allowed" error at the payroll confirmation screen when I try to run my payroll. My payroll is not negative.

QuickBooks Online's payroll services rely on payroll tax table figures generated by the CRA. The government releases the new tax tables biannually, one of which comes late in December. The message you're seeing is because you're trying to do a pay run for a period where the new tax tables haven't yet been generated. I know you're eager to get some work done, but I encourage you to sit tight as those tables aren't released quite yet.
