On my employees page my payroll button is not working, it just refreshes the page. I have been unable to complete payroll for days now

Any related-browser issues can be the cause of unresponsive commands in QuickBooks Online. Let's go ahead and use a supported browser. Then, access QuickBooks Online Payroll. 

If you're still getting the same thing, please go clear the browser's history. This helps to clean the historical data that can also be the cause of the issue.
