Emailing Bill Payment Stubs Directly From Quickbooks Enterprises V 23 - Canada

I have upgraded to the latest version  Desktop/Enterprises V23 

It was my understanding from reading forums that this version you could email bill payment stubs to your vendors directly from Quickbooks. 
I can now see that there is a "Bill Payment Stub" listed within the templates, but it is greyed out and you cannot select it. 

Does anyone know the process for setting this up? Why can I see it as a template to adjust and activate but am not able to select it? 

Enterprise Solutions Accountant Edition - Please PLEASE say this is an option now 🙂
