The QB PDF downloads are being blocked by some protection software and the only way to allow the pdf's to be opened is by putting a password on them.

Hello there, VdPSAR.

In QuickBooks, there is no built-in feature to password-protect PDF invoices and quotes. However, you can use a third-party application to add a password to protect those documents.

Then, find encryption tools that can help you send protected files to your customers, you can visit our App Store.  It'll help you enhance the security of your invoicing and quoting process.

We also have a separate forum called Intuit Developers. You can connect with experienced developers who can provide guidance on the best third-party hosting applications for your needs.

Additionally, you can personalize and add specific information to your sales forms in QuickBooks, you can visit this article for more details: Customise invoices, quotes, and sales receipts.

Please inform me if you have any additional concerns regarding invoices and quotes in QuickBooks. I will assist you promptly.
