Am I able to set Products/Services as GST Exclusive but still have the expenses side of things as Inclusive? I've tried but it seems its one global setting for all?

You are correct about the "Default tax rate selection" would apply to both Expense and Product/Services. Having said that, you can toggle for Sales price/rate to be inclusive or exclusive of tax. Please click "Edit" on your Products and Services list in the "Action" Column to access the setting.
