I am trying to add a credit card and can't add a none Irish address to my billing. I am based in Kenya, how can I activate my billing?

QuickBooks only allows you to add credit cards for your subscriptions based on your QuickBooks Online (QBO) region. It seems your QBO version is in Ireland that's why you can't add a non-Irish billing address. You must have an Irish-based billing address to successfully add a credit card in QuickBooks.
