I appreciate you've tried the basic troubleshooting before contacting us here in the Community, @shahbazk1987@gma. I'm here to help you get past this issue.

Since you keep having the same problem even after clearing your cache, I'd recommend you clear Intuit-specific cookies to refresh website preferences that might cause the problem when using QuickBooks.

If you're using Google Chrome, follow these steps below:

  1. Go to the menu, then select Settings.
  2. Click Advanced, then select Site settings under Privacy and Security.
  3. Select Cookies and site data, then click See all cookies and site data.
  4. Type “intuit” in the search bar to find Intuit cookies, then click Remove.
  5. Restart Google Chrome for the changes to take effect.

If you're using a browser other than Google Chrome, you can also follow Step 2: Clear Intuit-specific cookies from your browser outlined in this article: Clear cache and cookies to fix issues when using QuickBooks Online.

For future reference, read through this article: Manage a tax rate change. It helps you learn about how to update your tax items in case you have a new rate.
