Is it possible to change to European annotation? Not 1,000.12 but 1.000,12?

I've got the steps where you can change the number format. 

Here's how:

1. Go to the Gear > Account and settings.
2. On the left panel, click Advanced.
3. Scroll down at the bottom and select the Other preferences section.
4. Choose 123.456,00 from the Number format drop-down list.
5. Hit Save and then Done.
