I'll share some details with your concern about VAT in QuickBooks Online (QBO), @info-gsg-ie. I’ll be happy to walk you through the steps on how to add the Phone bill and Insurance accordingly.

I replicated your concern using our test account and found out that you’ll need to select a VAT code, so you won’t receive any errors. With this, let’s enter the Phone bill and select a VAT rate. Since the insurance has no VAT, we can choose No VAT on the VAT dropdown.

I’ve added a screenshot for your reference:

Moreover, I highly suggest consulting your tax or accounting advisors regarding these transactions. This way, we can ensure the bills entered are accurate.

See this article to learn more about VAT rates: How do I set up sales GST/VAT rates and use them on forms? This includes the details of creating additional tax rates, group tax, and deactivating them.

Once everything is settled, feel free to read this reference to learn the methods you can use to record bill payments: Record payments towards bills.
