Just to clarify, what is your payroll provider? If you’re using the built-in payroll feature, QBO will automatically create the FPS after running payroll.

After creating payroll, make sure to select Submit FPS to HMRC to send the return. You'll find detailed instructions in this article and proceed directly to the To submit FPS to HMRC section (Step 4).

To submit:

1. Go to Taxes on the left panel, then select Payroll Tax.
2. In the Payroll Tax Centre, select the EPS and view the details.
3. Click on Submit.
