Unable to set up my 20% tax on invoices

I have seen many articles re: setting up the tax, but if I go to taxes it only shows my tax summary, there is no option to set up anything. If I try and create an invoice same thing, no option to add tax. There is no such option as "preferences" either. Please help, I am losing a will to live...

We would also be grateful if you can include the email address associated with your QuickBooks account to enable us to assist you further.
