I have quickbooks Pro Plus 2021 desktop. Do I need to upgrade my quickbooks program as well as payroll or can I just upgrade payroll for 2022/2023?

They support QBD 2021 through May 2024 and you don't need to upgrade if you don't need any specific features available on QBD 2022 or 2023 yet. Make sure your QBD Payroll subscription is always active.
