Can you set up a quick books file without using a bank account. My client has revenue from clients and associated business expenses but does not have a bank account dedicated to their business.

It's vital that all your transactions be entered correctly so that your books can be well balanced. QuickBooks Desktop is a great tool able to help you keep track of sales and expenses in order to see the profit of your business. I can provide information about using QuickBooks Desktop. 

 

It's not necessary to connect your bank account to QuickBooks in order to import transactions, this is just a way to speed up the process of data entry. You can definitely run your books in QuickBooks Desktop without connecting your bank.
