When opening QuickBooks, the splash screen displays and disappears without opening QuickBooks

I am having a problem opening Quickbooks on one of our computers. We have five computers with Quickbooks and the other four are working fine.

 

When opening Quickbooks, the splash screen appears, loads for a couple minutes and disappears. Quickbooks never opens and does not appear in the task bar. Quickbooks does appear in the Task Manager process list and has fairly high CPU usage.

 

The problematic computer is running Windows 10 Pro. I have tried Quickbooks Enterprise 23 and Quickbooks Enterprise 24. Both have the same problem.

 

The steps I have tried so far are:

 

A) Renaming the QBWUSER.ini file

 

B) Using the Quickbooks Tool Hub, I've tried:
- Quick Fix my Program
- QuickBooks Program Diagnostic Tool
- QuickBooks Install Diagnostic Tool

 

C) Renamed the EntitlementDataStore.ecml file

 

D) Ensured that the FISP setting is disabled

 

E) Uninstalled and reinstalled Quickbooks. Before reinstalling, I removed any file or folder related to Intuit or Quickbooks that I could find.

 

F) Ensured that Windows 10 is fully up to date

 

I have restarted the computer after each step.

 

One odd thing is that when reinstalling Quickbooks without deleting the configuration files, it detects my current setting as "Using Quickbooks on this computer AND storing the file here". This is incorrect and should be "Using Quickbooks on this computer and storing the file on the network".

 

What should my next steps be?
