Location features need an upgrade

1. Locations need to be able to share an expense. For example, Quickbooks subscription should be shared across locations/departments/divisions. This feature is a must add.

2. Assets may be loaned/donated to other divisions/departments. The individual department profit and loss should be able to track this transaction.
