Currently, there's an ongoing investigation (INV-96093) preparing 1099s that go to a blank screen when processing and preparing it. Let me route you to the best help possible.
I recommend contacting the QuickBooks Online (QBO) Payroll Care Team so they can add you as one of the affected users of the said issue in preparing the 1099s. Once an update is available, you'll be notified through email.
