FedEx shipping manager cant send documents to China

Something changed with the shipping manager. For some reason I cant ship any documents to China. I keep getting a error 

FedEx server returned: "The FTR Exemption or AES Citation you provided is not valid for EEI.". [ship:2208]

 

For Document only selection it should not be asking for FTR Exemptions which is meant for commodities, not documents of no commercial value. This used to work, but now does not.

I’ve come to give some insights regarding the error you received upon sending documents to China via FedEx in the Quickbooks Desktop (QBDT) Enterprise shipping manager feature.

 

You may be required to provide additional export documentation (EEI forms) or declaration information (FTR Exemptions or AES citations) if the value of your shipment is over $2500 or under that value, as requested by FedEx. If the information is invalid, you may receive an error message stating "The FTR Exemption or AES Citation you provided is not valid for EEI".

 

However, it is mandated to file or obtain an FTR Exemption or EEI number with the State Department, regardless of the value of shipments to Russia, China, and Venezuela. After obtaining the code, kindly contact our QuickBooks Desktop support team for guidance on entering and setting up your account.
