I have a supplier who offers 3% discount on early settlement of their bills. is there a way to apply the discount when i post the payment?

The bills are posted at full price before the time of payment.

Not like there was in QB Desktop, unfortunately.  The discount needs to be entered on the bill.  There is no option to apply the discount when you pay it.  This is another shortcoming of QB Online vs. Desktop.  If you need the discount to post to a separate/contra account, you will need to enter an additional discount line item on the bill or create a vendor credit and apply it to the bill.  If you don't need the discount to post to a separate/contra account, QBO can calculate it for you by typing the discount into the AMOUNT box.  For example, if your discount is 4% on a $567.89 bill, enter 567.89*.96.

    Hello Pj-Saddler, thanks for posting on the Community page, so there is no way to automatically apply the discount on the bill payment. what you will have to do instead is create a supplier credit note for the 3% amount off and in the note state it is for a discount off early payment and apply that to the bill payment each time you settle early.
