Looking for outside HR help with state account set ups

In addition to Quickbooks Payroll, my non profit is looking for an outside company to help with HR issues especially setting up accounts in several states and making sure we are in compliance for their state requirements. We are hiring in multiple states and it is too much to do ourselves. Any suggestions from the community?
