Quickbooks desktop
My PC was just down for 6 days - I have a single user license. IF I purchase a backup computer am I able to load and access QB desktop from the backup computer? If would be the same IP address just a different PC?

Yes, you're right. You can still load and access your QuickBooks Desktop (QBDT) file from your new computer if you have created a backup copy of your company file from your old PC. Since QuickBooks depends on the data you've secured from there, you'll be able to view and use that when restoring them to the new computer.
To help you with moving your data to your backup computer, you can refer to the steps below:
For your reference, you can check out this article for more detailed information: Move your company files to another computer.
Moreover, I've added this article to help you review your business needs and other financial reports: Understand reports. It also contains helpful references when customizing and modifying your reports in QBDT.
