Styles and Rules list not showing in QBO

I have a student that the COA list area does not show rules list or styles list. Ensured Chrome cache was cleared. When I views the company file the styles list link would briefly show than disappear.

Good morning. My student states, "I am doing the apply your skills 3-3 and when i attempt : Choose Gear→Lists→All Lists→Price Rules→Create a Rule and make these settings, and then click Apply Rule:, there is no price rules listed for me to choose , just like the the custom styles.
