User Account Control Popup

i am getting pop up "do you want to allow this app to make change to your device".  its getting more forceful.. its not small pop up but force other things back of screen and show only this popup.  i can x-out to bring the previous sceen back but until i hit "yes" this pop up keeps coming back...  is this legit?  i dont want to hit yes till confirm that this is legit...
