I there a way to set up price rules based on the cost of an Item.Looking to set up a price rule that would be cost plus 10%

Welcome to Community!  One of the many fabulous features provided in QuickBooks Online, is Price Rules.  I'd be happy to provide more information, so you can complete your QuickBooks goals with confidence!

In QuickBooks Online Plus, you can set up price rules to offer different pricing in both home and foreign currency, on the same product or service, for different customers.  Once you've created the rule, QuickBooks will automatically enter the custom price each time you create a sales receipt, invoice, credit memo, or sales order that you've included in the rule.  It's a valuable time saver!  Here's a helpful guide for your reference, to set price rules in QuickBooks Online.
