Can QB user create or new Balance Sheet statement template? or We can only use the template set-up by QB?

I'd be glad to provide some information about the balance sheet template. 

The option to create or new balance sheet template isn't available in QuickBooks Online. However, you can export the balance sheet report to an excel file.  

Here's how:

1. Select the Reports tab.
2. In the search box, type Balance Sheet.
3. Select the Export dropdown icon in between the print and gear icon.
4. Choose Export to Excel.

Then, you can remove the amounts in the excel file.

You can utilize a BI app to integrate with QBO and produce reports with different templates.
