Is there a user setting that will allow someone to go in and categorize expenses monthly, but that does not allow them to view our Reporting (i.e. P&L statements)?

It's great to see you in Community.  Welcome!  QuickBooks Online provides several options to manage users on your account and grant them specific roles and access rights.  However, the type of access you've described isn't currently available.  I'd be happy to provide an alternative, so you can categorize your transactions effortlessly!

With QuickBooks Online you can set Banking rules that automatically categorize your transactions, and applies the rules in the For review section of the banking module.  Here's a detailed guide, for your reference.
