GST payable doesn't show up in pay bills

One of my employees is having trouble with her Quickbooks.  It is Desktop Accountant.  After the GST is filed in the sales tax module the amount to be paid doesn't show up in the Pay Bills module.  Her only option is to create a cheque for the amount to be paid.  Why can't she pay the bill out of the Pay Bills module?

You can use the Tax Agency Report to File and Pay. Using the Pay Bills or Write Cheques feature could cause a negative impact on your sales tax reports and other areas of your books.  To ensure you're recording the payment accurately, here's a detailed guide, for your reference.
