I had repairs done to my vehicle that was covered by insurance but I had to pay the HST on it. The HST was $3000 and I need to record it to my ITCs as 100% and not 13%.

Start a new Journal Entry from the New-> button and enter your 'GST/HST Payable' account, entering the full amount of tax paid.  When you go to select the tax type, instead of the usual options, you'll get the various credit options to choose from (see screenshot attached).
