Can I record a supplier Invoice in say Jan 19 that will be partially paid off every month during the year and not have the outstandings balance showing as overdue

Yes. You can enter the Bill Due Date as 31 Dec 2019 and it will never display past due or overdue although it will portray proper aging from origin date. Aging is all about origin and not due date.
