I have got simple start plan can i add cis deduction on the sales invoice or i have to upgrade to different plan to get permission for this option

Yes, you can add CIS deduction on your sales invoice in QuickBooks Online Simple Start. Just make sure to turn on the CIS feature first. Let me show you how: 

1. Click the Gear icon and select Company Settings.
2. Go to the Advanced menu and select Construction Industry Scheme (CIS).
3. Enter your info and click Done.

Once done, you'll have to select the Is CIS Contractor box in your customer's information window. This way, you can select the CIS deduction rate in the Product and Service field once you create an invoice .
