Paypal cancelled transaction showing up in Quickbooks

Paypal shows the transaction was cancelled, but quickbooks has it still.

Do I mark this as excluded in quickbooks

Yes you can just exclude the payment if it has been cancelled as long as I does not affect the amount in the bank.
