Switching on billable expenses in Quickbooks PRO 2020

Where in Quickbooks PRO 2020 do I turn on the billable expenses?

Some help topics say " Setings" as in gear icon, I cannot find it anywhere.

Does anyone know if there is another way of turning it on?

Afaik, the feature is available only in QBD Premier.

If you go to Edit>preferences>time & expenses, you should get the option to turn it on there.
