Why will Quickbooks not allow me to enter a 'category' or fill in the amount of an expense transaction for a new 'payee', but will allow this for existing payees?

Can you try clearing your cache and cookies, close the browser down and re-load it, see if that fixes the issue and allows you to enter a category or fill in an amount for an expense for a new payee. 

Let us know if it doesn't solve it and you have the same issue still.
