Question

Can you easily identify which clients are VAT registered but not signed up for MTD for VAT

Welcome to the Community page, 

 

So the only way would be to check in each of the clients settings individually, there isn't a list for MTD enable clients in QuickBooks, however you would leave this as feedback within the main cog wheel.
