Domestic Reverse Charge VAT Codes in Desktop

Hi, I have been told by Quickbooks that they are not setting up VAT Domestic Reverse Charge Codes on Desktop.  Can somebody explain to me in simple terms how I set these VAT Codes up myself.  So that I can have them ready for 1st March.
